After similar natural disasters such as Katrina, emergency and reconstruction crew safety was found to be compromised for the sake of profit and faster project completion. Many workers were missing wages and suffered serious illnesses that could have been prevented if proper training and supervision had been in place.
In many cases, undocumented workers were hired and were afraid to report violations. Compounding the problem in Texas is a lack of required workers comp insurance and a significant number of workers not offered health or life insurance, sick leave or paid time off.
Compounding the problem: Neither Texas nor Florida have occupational safety and health regulatory programs.
