Among the violations cited were failing to warn employees of the hazard, failing to ensure workers used respirators and appropriate work methods, and failing to train them about the hazards of working around asbestos. Many of the employees were temporarily hired foreign workers who were threatened with loss of their jobs if they spoke to investigators. A Kehrer-affiliated company, D7 Roofing was also cited.
