French architect Jacques Rougerie has unveiled a sci-fi concept for a floating city that can house up to 7,000 people. That's according to inhabitat.com.

Dubbed “City of Mériens,” (meaning ‘people who belong to the sea’), the manta-ray shaped vessel will be self-sustaining, run on marine energy, and will not produce waste. The vessel will be a laboratory and home to scientists and students dedicated to studying the sea.
